در پی سخنان غلامحسین الهام در باره عضویت افراد بیکار در مجمع تشخیص مصلحت نظام، مصطفی پور محمدی رئیس سازمان بازرسی کل کشور این سخنان را "سخیف" توصیف کرده است.

آقای پور محمدی که نزدیک به سه سال در دولت اول محمود احمدی نژاد (از سال ۱۳۸۴ تا ۱۳۸۷) وزیر کشور بود، به خبرنگار مهر گفته که "اظهارات آقای الهام سخیف بود چرا که مجمع جایگاه والایی دارد و هم در زمان امام خمینی و هم در زمان مقام معظم رهبری شخصیت های ارزشمند و بزرگواری در آن حضور داشتند و این نهاد مسئولیت سنگینی نیز بر عهده دارد."

غلامحسین الهام، وزیر پیشین دادگستری و سخنگوی سابق دولت آقای احمدی نژاد در گفتگویی با سایت رجا نیوز در باره انتصاب برخی افراد در مجمع تشخیص مصلحت گفته که به نظرش آیت الله خامنه ای می خواهد "از همه چهره‌های سیاسی موجود جامعه، به‌خصوص افرادی که احتمال می‌رود به مجلس نتوانند ورود کنند، استفاده کنند. بیکاری برای سیستم، مزاحمت ایجاد می‌کند. در مجمع تشخیص مصلحت، انتصاب خود افرادش هم یک جور مصلحت است. هم مصلحت است و هم باید از اطلاعات آنها در یک جائی در نظام استفاده شود که می‌شود."

این سخنان بعد از آن مطرح شده که آیت الله علی خامنه ای در روز ۲۴ اسفند ماه سال گذشته با صدور حکمی اکبر هاشمی رفسنجانی را به عنوان رئیس مجمع تشخیص مصلحت نظام ابقا و اعضای دوره جدید این نهاد را معرفی کرده بود.

بر اساس تصمیم رهبر ایران، از میان اعضای سابق مجمع، میرحسین موسوی، محمد امامی کاشانی، محمد ری شهری، محمد رضا توسلی، بیژن نامدار زنگنه و محمد هاشمی (برادر اکبر هاشمی رفسنجانی) در دوره جدید حضور ندارند. به جای اعضای برکنار شده، محمود هاشمی شاهرودی، محمود محمدی عراقی، غلامرضا مصباحی مقدم، محمدحسین صفار هرندی، حسین محمدی، صادق واعظ زاده و احمد وحیدی به عضویت این شورا در آمده اند.

طبق اصل ۱۱۰ قانون اساسی، رهبر ایران باید پس از مشورت با مجمع تشخیص مصلحت نظام، سیاست‌های کلی حکومت را تعیین کند.

بعد از شروع فعالیت دوره تازه مجمع، رهبر ایران در روز بیستم فروردین "ضمن قدردانی از زحمات آقای هاشمی رفسنجانی و اعضای دوره قبلی مجمع"، بر "جایگاه بسیار مهم مجمع تشخیص مصلحت نظام" تاکید کرد.

با این حال آقای الهام گفته بود که "تثبیت آقای هاشمی را هم رهبری بر تغییر وی ارجح می‌بینند، ولی معلوم است که مجمع کارآیی خود را از دست داده است."

سخنان آقای الهام با واکنش تندی در میان اصولگرایان رو به رو شد به گونه ای که محمدرضا باهنر، عضو مجمع تشخیص مصلحت نظام و نایب رئیس مجلس گفته که اگر تعبیر آقای الهام در خصوص عضویت افراد بیکار در مجمع تشخیص مصلحت برای جلوگیری از مزاحمت آنان برای نظام درست بود "الان خود آقای الهام باید عضو مجمع باشد. چرا که او عملا هیچکاره است."

مجلس پیش از این تاکید داشت که افراد رد صلاحیت شده نباید در پست های قبلی معرفی شوند

مجلس نمایندگان افغانستان با اصلاح یک ماده آیین نامه داخلی خود، زمینه را برای معرفی دوباره وزیران رد صلاحیت شده هموار کرده است.

اخیرا حامد کرزی، رئیس جمهوری با دو سال تاخیر در معرفی اعضای کابینه خود، ۹ تن را برای گرفتن رای اعتماد به مجلس معرفی کرد.

اما شماری از نمایندگان بر اساس آیین نامه داخلی، در مورد هفت تن از آنها به دلیل رد صلاحیت شدن آنها در گذشته در همین سمتها، ابراز تردید کرده بودند.

روز شنبه، ۱۳ حوت/اسفند با اصلاح ماده هفتاد و ششم این آیین نامه، که در آن قید گذاشته شده بود که یک فرد نباید در وزارتی که یک بار رد صلاحیت شده، دوباره معرفی شود، این مانع برداشته شد.

آن گونه که عبدالرووف ابراهیمی، رئیس مجلس اعلام کرد، از ۱۸۰ عضو حاضر مجلس تنها پنج تن به نسخه اصلاح شده این ماده رای مخالف دادند و بقیه هم آن را تایید کردند.

این وزیران پیشنهادی در زمستان سال ۱۳۸۸ از سوی مجلس رد صلاحیت شده بودند، اما آقای کرزی پس از رد صلاحیت آنها از جانب مجلس، این افراد را در همان سمتها به عنوان سرپرست تعیین کرد: محمد اسماعیل (وزارت انرژی و آب)، داوود علی نجفی (وزارت ترانسپورت "حمل و نقل")، ثریا دلیل (وزارت صحت)، حسن بانو غضنفر (وزارت امور زنان)، امیرزی سنگین (وزارت مخابرات).

پیش از این، موضوع معرفی وزیران پیشنهادی، در روابط آقای کرزی و مجلس اثر گذاشته است

اما ویس برمک که نتوانست برای احراز سمت وزارت توسعه روستاها رای کافی بیاورد به عنوان معاون وزیر در این وزارتخانه تعیین شد و عبیدالله عبید که به عنوان وزیر پیشنهادی تحصیلات عالی معرفی شده بود، به عنوان سفیر افغانستان در ایران تعیین شد.

مجلس نمایندگان به دلیل موجودیت مانع قانونی در برابر معرفی دو باره این هفت وزیر پیشنهادی، از دعوت آنها برای ایراد سخنرانی در مجلس در مورد سوابق کاری و برنامه های آینده خود، خودداری کرده بود.

مجلس روز شنبه تنها به نجیب الله اوژن وزیر پیشنهادی فواید عامه و حسن عبداللهی وزیر پیشنهادی توسعه شهری، که مانعی در برابر معرفی آنها وجود نداشت، اجازه داد که در مجلس سخنرانی کنند و به پرسشهای نمایندگان در مورد برنامه های آینده خود پاسخ دهند.

به این ترتیب، هفت وزیر پیشنهادی دیگر هم قرار شده است در روزهای آینده به توضیح برنامه های خود در جلسه علنی مجلس حضور یابند.

آنگونه که اعلام شده، جلسه رای گیری در مورد رد یا تایید صلاحیت های این وزیران در روز سه شنبه آینده برگزار خواهد شد.

به گزارش خبرنگار ایرنا ' صادق خلیلیان ' روز پنجشنبه در آیین افتتاح پروژه های وزارت جهاد كشاورزی ، راه و شهرسازی و خط تولید واكسن گامبرو كه با حضور رییس جمهور در موسسه رازی كرج برگزار شده بود افزود: با اجرای این قانون نیازهای كشاورزان تامین شده است و علی رغم ادعای برخی درمورد مشكلات كشاورزان هیچگونه مشكلی در این زمینه وجود ندارد.

وی با بیان اینكه دولت اعتبارات زیادی را به اصلاح زیرساختهای بخش كشاورزی اختصاص داده است اضافه كرد: حدود 20 میلیارد ریال در این بخش درخصوص اصلاح روشهای آبیاری و خاك ورزی سرمایه گذاری شده است.

وزیر جهاد كشاورزی درباره محصولات فرآوری و غیر فراوری این بخش نیز گفت: اقدامات موثری در زمینه حمایت از تولید كنندگان صنایع كشاورزی صورت گرفته است كه نقش مهمی در اشتغال و امنیت غذایی جامعه دارد.

خلیلیان افزود: در برنامه سوم توسعه، ظرفیت فناوری محصولات كشاورزی 5/3 میلیون تن بود كه اكنون این رقم به 20 میلیون تن افزایش یافته است.

وی با اشاره به اجرای ترویج الگوی كشت در كشور در سال گذشته اظهار داشت: اجرای این طرح به استانها ابلاغ شده است و با كشاورزان قراردادهایی بسته خواهد شد تا مورد حمایت خرید محصولات كشاورزی قرار گیرند.

خلیلیان درمورد توسعه مكانیزاسیون بخش كشاورزی هم گفت: اقدامات خوبی در این زمینه صورت گرفته است و به جای اینكه تراكتور در چند مرحله كار انجام دهد، با اجرای این طرح در مدت زمان كم و در یك مرحله انجام می شود.

وی در زمینه دیگر اقدامات دولت نهم و دهم ، به اجرای طرح شناسنامه بهره برداران بخش كشاورزی اشاره كرد و افزود: این فرمها و اطلاعات در اختیار آنان قرار گرفته است و 90 درصد كشاورزان در فرمهای مربوط ثبت نام كرده اند.

وی به شناسنامه تولید محصولات كشاورزی اشاره كرد و اضافه كرد: از چند ماه گذشته طرح شناسنامه محصولات كشاورزی آغاز شده است تا بتوانیم در كیفیت محصولات كشاورزی از لحاظ مصرف سموم و كود شیمیایی نظارت و كنترل داشته باشیم و جواز سلامت به محصولات كشاورزی صادر كنیم.

وزیر جهاد كشاورزی در ادامه بیان داشت: امسال پروژه های جهاد كشاورزی در سه نوبت با حضور رییس جمهور به بهره برداری رسید كه امروز سه هزار و 924 پروزه این وزارتخانه به بهره برداری رسید.

وی افزود: این تعداد پروزه با اعتباری حدود هشت میلیارد و 75 میلیون و 392 هزار ریال به بهره برداری رسید كه در زمینه های آب و خاك ، تولیدات گیاهی ، تولیدات دامی ، شیلات ، صنایع كشاورزی ، منابع طبیعی ، عشایر ، دامپزشكی ، حفظ نباتات و ترویج تحقیقات بوده است.

خلیلیان ادامه داد: از مجموع افتتاح این تعداد پروزه ، 41 هزار و 189 اشتغال به صورت مستقیم و 44 هزار و 134 اشتغال غیرمستقیم ایجاد خواهد شد.

وزیر جهاد كشاورزی گفت: این حوزه در بحث عمران و آبادانی كشور روند رو به رشدی داشته است و سهم خود را در این زمینه ادا كرده است.

وی افزود: آنچه بر عهده ما است، پروژه های بزرگی كه از دولت نهم شروع شده و به دنبال اتمام پروژه ها در دولت دهم هستیم.

خلیلیان اضافه كرد: اكنون سرمایه گذاری خوبی با محوریت طرحهای آب و خاك انجام شده است كه در سه دهه با خلاء هایی روبه رو بوده ایم .

وی در خصوص اراضی آب و خاك مدرن در كشور هم اظهار داشت: 1/1 میلیون هكتار از اراضی با آبیاری مدرن انجام شده است كه اعتبارات خوبی نیز به آن اختصاص یافته است كه این مبلغ بودجه جدای از اعتبارات سالانه است.

وزیر جهاد كشاورزی افزود : در این زمینه تمامی استانها ركوردهای خوبی داشتند و دو تا سه برابر طرحها اجرا شده است .

خلیلیان گفت: اقدامات زیربنایی در بخش كشاورزی باعث رشد مناسب در وضعیت تولیدات كشاورزی می شود به طوری كه در سال زراعی جاری 107 میلیون تن محصولات كشاورزی تولید شده و امیدواریم در سال زراعی آینده این میزان به 118 میلیون تن افزایش یابد.

وی با بیان اینكه امسال با كاهش واردات در محصولات زراعی و باغی رو به رو بودیم افزود: بخش كشاورزی از لحاظ افزایش محصولات كشاورزی روند رو به رشدی را دنبال می كند. ك/2
