ظاهرا پلیس زمانی درصدد کنترل ایمیل‌های این شخص برآمد که یکی از اطلاعیه‌های شبکه القاعده از آدرس ایمیل او برای رئیس‌جمهور فرانسه ارسال شد.

در برخی از این ایمیل‌ها، ادلن هیشور محل‌هایی در اروپا از جمله تعدادی از پایگاه های نظامی فرانسه نزدیک مرکز سرن را به عنوان هدف های مناسب برای حملات تروریستی پیشنهاد کرده بود.

متهم پرونده در مرکز تحقیقات سرن فعالیت داشت

محاکمه او در اواخر ماه مارس آغاز شد و وی در آغاز محاکمه اعتراف کرد که به دلیل فشار روانی، به ارسال ایمیل های مورد استناد دادستانی مبادرت کرده بود اما در نظر نداشت به عملیات تروریستی دست بزند.

پیكر مرحوم آیت الله قره باغی بعد از انتقال به ارومیه روز چهارشنبه فردا در باغ رضوان این شهرستان به خاك سپرده می شود.

مرحوم قره باغی در سال 1315 در روستای قره باغ ارومیه به دنیا آمد و تحصیلات اولیه خود را در این روستا آغاز كرد و همزمان در همان روستا در درس طلبگی نیز حاضر شد.

وی دروس مختلف طلبگی را در سال های بعد در تبریز و حوزه علمیه قم نزد فقهایی چون مرحوم آیت اللّه العظمي حاج سیّدحسین طباطبائي بروجردي، آیة اللّه العظمي بروجردي، مرحوم علامه طباطبایی، مرحوم آیة اللّه سیّد محمد یزدي معروف به داماد و آیت اللّه العظمي روح اللّه خمیني (ره) و دیگر استادان حوزه فرا گرفت.

عمده فعالیت هاي علمي ایشان بعد از برگشتن به ارومیّه نوشتن كتاب شریف انوارالفقاهه، حاشیه بر العروة الوثقي و تنظیم تقریرات بحث حضرت امام خمیني (ره) است.

آیت الله قره باغی در ارومیه نسبت به تأسیس بیمارستان 232 تختخوابي سیّدالشّهدا (ع) نیز اقدام كرده است كه در حال حاضر خدمات مختلف پزشكی در این بیمارستان ارائه می شود.

این بیمارستان خیریّه با همیاري مردم و با زیربناي 7500 متر مربع در شش طبقه احداث شده است.

آیت الله قره باغی در سال 1359 شمسي از سوي مردم ارومیّه به نمایندگي مجلس شوراي اسلامي نیز انتخاب شد كه در آن مجلس در طرح عدم كفایت بنی صدر برای ریاست جمهوری تلاش زیادی كرد.

قرارداد تركمنچای در دوران حكومت فتحعلی شاه قاجار و پس از پایان جنگ دوم ایران و روسیه با حمایت و تشویق دولت انگلیس به نمایندگی مك دونالد سفیر این كشور در ایران؛ بین عباس میرزا و پاسكوویچ در ناحیه آذربایجان و قفقاز جنوبی منعقد شد، این قرارداد در پی نرسیدن آذوقه، تضعیف روحیه سپاه ایران و پیشرفت سپاه روس به سمت تبریز، مطرح و به امضا رسید.

این عهدنامه با تعهدات سنگینی كه برای ایران ایجاد كرد؛ پایان تلخ دیگری بر جنگ دوم ایران و روس بود، بر اساس این عهدنامه، ایروان و نخجوان به روسیه واگذار و غرامت كلانی از جانب ایران به قوای روس پرداخت شد، روسیه حق عبور و مرور آزاد كشتی های تجاری خود به دریای خزر و حق قضاوت كنسولی به اتباع خویش را دریافت كرد و استرداد اسرای طرفین صورت پذیرفت.

اما مهمترین مساله كه بعد از انعقاد این قرارداد به وقوع پیوست حضور پررنگ امپراطوری روسیه در دریای خزر و ادعای حاكمیت روسیه بر كرانه های خاوری آن بود، این ادعا سبب شد تا قرارداد دیگری به نام 'آخال' بین دو كشور امضا شود و روسیه بر آن منطقه نیز نفوذ كند.

پس از پیروزی انقلاب كمونیستی در شوروی، لنین درصدد برآمد تا با لغو تمام امتیازات استعماری دولت تزاری پیشین، حسن نیت خود را به جهان نشان دهد بنابراین دولت 'صمصام السلطنه' با استفاده از این فرصت، قرارداد تركمنچای و امتیازات واگذار شده بر اساس آن را لغو كرد. اما دولت بریتانیا مصوبه ای كه بر اساس آن استرداد حاكمیت ایران بر مناطقی كه در قرارداد ذكر شده بود، تثبیت می شد را رد و به این ترتیب بخش هایی از خاك ایران از آن جدا شد.

و پس از چهل سال از تحمیل قرارداد آخال، قراردادی میان شوروی، به عنوان جانشین امپراطوری روسیه با دولت ایران، با عنوان قرارداد 1921 منعقد شد.

بر اساس فصل یازدهم این قرارداد، دولت ایران و شوروی از حق برابر در زمینه كشتی رانی در دریای خزر برخوردار می شدند كه در این فصل برای اعطای حق كشتی رانی توسط دو دولت در این دریا چنین آمده است: 'نظر به این كه مطابق اصول بیان شده در فصل اول این عهدنامه، عهدنامه منعقده در فوریه 1828 مابین ایران و روسیه در تركمنچای كه فصل هشت آن حق داشتن بحریه را در بحر خزر از ایران سلب نموده بود، از درجه اعتبار ساقط است، مع هذا طرفین معظمتین متعاهدتین رضایت می دهند كه از زمان امضای این معاهده هر دو بالسویه حق كشتی رانی آزاد را زیر بیرق‌های خود در بحر خزر داشته باشند'.

پس از گذشت سال ها از امضای عهدنامه تركمنچای و آخال، قرارداد دیگری با عنوان 'بحر پیمایی در دریای مازندران' در فروردین ماه 1319 مصادف با سال 1940 میلادی میان ایران و شوروی به امضا رسید.

این قرارداد را می توان بیشتر از دید بازرگانی و كشتی رانی مورد بررسی قرارداد. چرا كه در بند چهار ماده 12 قرارداد بحر پیمایی می خوانیم: 'هر یك از طرفین متعاهدتین، ماهیگیری در آب‌های ساحلی خود تا حد 10 میل دریایی را به كشتی ‌های خود اختصاص داده و این حق را برخود محفوظ می دارد كه واردات ماهی ‌های صید شده از طرف كاركنان كشتی ‌هایی كه زیر پرچم او سیر نمایند، از تخفیفات و مزایای خاصی بهره مند سازند'.

این قرارداد با توجه به تضعیف آشكار حاكمیت مطلق ایران بر دریای خزر، همچون قراردادهای دیگر، تلخی خود را به همراه داشت و بعدها به عنوان قرارداد 'تركمنچای دوم' در تاریخ ثبت شد.

وکیل او گفته است که آقای بیلز وقایع (شب حمله) را "خیلی کم" به یاد می‌آورد. با این حال، او گزارش‌هایی را که درباره مست بودن آقای بیلز در شب حادثه منتشر شده‌اند، رد کرده است.
